inter-agency1Government intervention in the implementation of Republic Act No. 10533 or the Enhanced Basic Education Act of 2013 ( K to 12 Program)

Pursuant to Sec. 31 of the Implementing Rules and Regulations (IRR) of Republic Act. No. 10533 or the Enhanced Basic Education Act of 2013 (K to 12 Program) issued on 4 September 2013, the Department of Labor and Employment (DOLE), Department of Education (DepEd), Technical Education and Skills Development Authority (TESDA), and Commission on Higher Education (CHED) were mandated to propagate a Joint Guidelines.

The said Joint Guidelines is now known as the DOLE-DepEd-TESDA-CHED Joint Guidelines which was issued on May 30, 2014. This Joint Guidelines ensures the sustainability of private and public higher education institutions and the promotion and protection of the rights, interest, and welfare of affected teaching and non-teaching HEI personnel.

Section 4 of the mentioned guidelines provides that DOLE, DepEd, TESDA and CHED shall conduct nationwide region-based profiling of would-be affected HEI personnel and provide interventions in the implementation of K to 12 Program.

CHED Development Grants

The Development Grants of CHED aims to mitigate the adverse impact of the K to 12 transition on labor and upgrade the quality of higher education through a series of grants that advance content knowledge, promote knowledge production, and build capability through scholarships, research work and engagements with partners in various sectors.

DepEd Green Lane

The DepEd Green Lane prioritizes and fast-tracks the hiring of displaced HEI personnel in DepEd Senior High Schools by matching them in terms of location and salary, subject to the DepEd Hiring Guidelines.

TESDA TVET Programs

TESDA TVET Programs aim to facilitate the skills training, assessment, and certification of HEI faculty who would want to teach certain qualifications under the tech-voc track in Senior High Schools. Through these programs, TESDA will also facilitate partnership arrangements between basic education institutions and technical-vocational institutions in the implementation of the tech-voc track in Senior High School.

K to 12 DOLE Adjustment Measures Program

DOLE, through the K to 12 Adjustment Measures Program, aims to support displaced HEI Personnel in their transition to full-time or self employment through Financial Support, Employment Facilitation, and Livelihood Opprotunities.
