MANILA, March 15- The Bureau of Local Employment recently conducted the National Consultation on the amendment of DOLE Department Order No. 152-16 or the Guidelines in the Implementation of K to 12 DOLE Adjustment Measures Program with DOLE Regional Offices last 7-8 March 2017 at the Golden Prince Hotel, Cebu City.
The one and a half-day consultation was participated by Technical and Support Services Division Chiefs, Internal Management Services Division Chiefs and Regional K to 12 Focal Persons from the seventeen DOLE Regional Offices across the Philippines.
The said event provided the regional implementers an opportunity to seek and gain clarifications about the proposed amendments and add inputs that further enhances the draft amendment of the Department Order.
On behalf of Dir. Dominique Rubia-Tutay of BLE, Regional Director Exequiel R. Sarcauga of DOLE Region VII graced the National Consultation with his opening remarks.
He emphasized the importance of the National Consultation as an avenue to be updated with the development, status, and progress of the K to 12 DOLE Adjustment Measures Program.
“Recognizing that the DOLE Regional Offices are the ‘first point of contact’ for displaced HEI personnel, it is very important that we all have a clear idea of how the program is to be implemented after the amendments are finalized,” said Director Sarcauga.
“This National Consultation was organized so that we will be able to update you regarding the progress of the program, to hear all of your concerns about program implementation, and how we can make the program better, both for the implementers and the beneficiaries,” he added.
Ms. Geraldine B. Labayani, Supervising Labor and Employment Officer, and Mr. Carl Sean E. Pablico, Labor and Employment Officer II of BLE, together with the Deputy Program Manager of K to 12 DOLE AMP Program Management Office, Ms. Grace A. Baldoza, presented the proposed amendments of the Department Order. Clarificatory questions and comments from the regional implementers were then entertained after presenting each provision.
In the proposed revision, the K to 12 DOLE AMP aims to provide assistance and interventions to displaced HEI personnel, enhance their employability and competitiveness, and mitigate the adverse economic impacts of the implementation of Republic Act No. 10533 or the Enhanced Basic Education Act of 2013 (also known as the K to 12 Program) through Financial Support, Employment Facilitation, Livelihood Opportunities and Referral to other Inter-agency Mitigation Measures.
As the consultation came to its end, Dir. Dominique Rubia-Tutay delivered the ways forward in the implementation of K to 12 DOLE AMP. She highlighted that the initial year of implementation had certain concerns but it was through the Regional Offices that the Bureau through the help of the K to 12 DOLE AMP PMO reached the beneficiaries at the local level.
She encouraged the regional implementers to continue providing the package of assistance that the beneficiaries deserve and further improve the program advocacy.
The program concluded as Ms. Nancy Z. Abad, TSSD Chief of DOLE Region VII hoped for a successful undertaking in the K to 12 DOLE AMP implementation for year 2017.
“I look forward to a more fruitful endeavour this 2017 given the developments in the K to 12 DOLE AMP through the proposed amendments to the DOLE Department Order 152-16,”said Abad.
With the series of meetings conducted with the Technical Working Group (TWG), Education Industry Tripartite Council (EITC) and this recent National Consultation with DOLE Regional Implementers, the draft amendment of Department Order 152-16 shall then be reviewed in the Tripartite Industrial Peace Council and Tripartite Executive Committee.
The approval and issuance of the amendment of the Department Order is expected this 2nd quarter of 2017.
